No matter what, teen pregnancy is always going to be an issue. I believe that while yes, it is smart to become more knowledgeable of STD's, sex, and pregnancy in general, I do not think the government should be spending millions on it. There are even greater global issues America could be spending it's money on. I disagree that these programs do not work- to an extent. A program is not going to stop someone from making the decisions they are inevitablly going to make. Teens will still have sex, and teen pregnancies will still occur. The only thing that will change a teen's mind of having sex is if something does happen to them- if it is already too late. I hate to say so, but it is true. On the other hand, these programs will only allow the teen to fully know and understand what they are getting involved in when choosing to have sex. It will make them aware of the effects of sex.
I completely agree with the comment above. Teen pregnancy is an issue that will always exist. What I would do with 141 million dollars...what the government could really accomplish with 141 million dollars. There are many factors that influence or affect teen pregnancy: social and economic factors, family, etc. Rather than dumping money in to preventing sex, why don't we dump the money in to preventing pregnancy. Free condoms, free annual exams, free birth control, free plan B, etc. This is a reason a woman should be president.
